മിഷൻ സമുദ്രയിലൂടെ സർക്കാർ ലക്ഷ്യമിടുന്നത് സമഗ്ര കപ്പൽ നിർമാണ ഇക്കോസിസ്റ്റമായി കേരളത്തെ മാറ്റുകയെന്നത്

മുഖ്യമന്ത്രി അടുത്തിടെ ഒരു ടി.വി ചാനലിന് നൽകിയ അഭിമുഖത്തെ തുടർന്ന് കപ്പൽനിർമാണ മേഖലയിലെ നിക്ഷേപവുമായി ബന്ധപ്പെട്ട് ചില മാധ്യമങ്ങൾ നൽകിയ വാർത്തകൾ സർക്കാരിന്റെ ശ്രദ്ധയിൽപ്പെട്ടിട്ടുണ്ട്.

മിഷൻ സമുദ്രയുടെ ഭാഗമായി കേരളത്തെ രാജ്യത്തെ പ്രമുഖ കപ്പൽ നിർമാണ-സമുദ്ര വ്യവസായ കേന്ദ്രമായി വികസിപ്പിക്കുന്നതിനുള്ള സർക്കാരിന്റെ കാഴ്ചപ്പാടും നിക്ഷേപ ആകർഷണ പദ്ധതിയുമാണ് മുഖ്യമന്ത്രി അഭിമുഖത്തിൽ പരാമർശിച്ചത്.

വിവിധ പദ്ധതികളിലൂടെയും വിവിധ നിക്ഷേപകരിലൂടെയും വരും വർഷങ്ങളിൽ സംസ്ഥാനത്തേക്ക് ആകർഷിക്കാൻ സർക്കാർ ലക്ഷ്യമിടുന്ന ആകെ നിക്ഷേപത്തിന്റെ വ്യാപ്തിയെയാണ് 10,000 കോടിയോളം രൂപയുടെ നിക്ഷേപ സാധ്യതയെന്ന പരാമർശത്തിലൂടെ മുഖ്യമന്ത്രി സൂചിപ്പിച്ചത്. അല്ലാതെ ഏതെങ്കിലും ഒരു സ്ഥാപനവുമായി ഇത്രയും തുകയുടെ ഏക നിക്ഷേപ കരാർ അന്തിമമായി ഉറപ്പിച്ചുവെന്നല്ല.

ഇതിന്റെ ഭാഗമായാണ് മലബാർ സിമന്റ്സ് ലിമിറ്റഡും, ടാറ്റാ പ്രോജക്ട്സ് ഗ്രൂപ്പിന്റെ ഭാഗമായ ആർട്സൺ എഞ്ചിനീയറിംഗ് ലിമിറ്റഡും ചേർന്ന് കൊച്ചിൻ പോർട്ടിൽ കപ്പൽ നിർമാണ യൂണിറ്റ് സ്ഥാപിക്കുന്നതിനുള്ള സംയുക്ത സംരംഭത്തിന് (Joint Venture) സർക്കാർ സൗകര്യമൊരുക്കിയത്. പദ്ധതിക്ക് ആവശ്യമായ പ്രധാന അനുമതികളെല്ലാം ലഭിച്ചു കഴിഞ്ഞു. കൊച്ചിൻ പോർട്ട് അതോറിറ്റി ആവശ്യമായ ഭൂമി ലഭ്യമാക്കുകയും പ്രാഥമിക വികസന പ്രവർത്തനങ്ങൾ ആരംഭിക്കുകയും ചെയ്തിട്ടുണ്ട്. കേരളത്തിൽ ആധുനികമായ ഷിപ്പ് ബിൽഡിംഗ് എക്കോസിസ്റ്റം രൂപീകരിക്കുന്നതിനുള്ള സുപ്രധാനനമായ ചുവടുവെപ്പായാണ് ഈ പദ്ധതിയെ സർക്കാർ കാണുന്നത്.

മിഷൻ സമുദ്ര കേവലം ഒരു കപ്പൽ നിർമാണ യൂണിറ്റിൽ ഒതുങ്ങുന്ന പദ്ധതിയല്ല. വിഴിഞ്ഞം അന്താരാഷ്ട്ര തുറമുഖം, കൊച്ചി തുറമുഖം, കൊച്ചിൻ ഷിപ്പ്യാർഡ് എന്നിവയുൾപ്പെടെ സംസ്ഥാനത്തെ തീരദേശ മേഖലയെ പ്രയോജനപ്പെടുത്തി കപ്പൽനിർമാണം, കപ്പൽ അറ്റകുറ്റപ്പണി, ഓഫ്‌ഷോർ ഫാബ്രിക്കേഷൻ, മറൈൻ എഞ്ചിനീയറിംഗ്, തീരദേശ നിർമ്മാണ യൂണിറ്റുകൾ, ലോജിസ്റ്റിക്സ്, മാരിടൈം സേവനങ്ങൾ തുടങ്ങി അനുബന്ധ വ്യവസായങ്ങൾ എന്നിവ ഏകോപിപ്പിച്ചുള്ള സമഗ്ര സമുദ്ര വികസനമാണ് സർക്കാർ നടപ്പിലാക്കാൻ ഉദ്ദേശിക്കുന്നത്.

ഈ പദ്ധതികളുമായി ബന്ധപ്പെട്ട് രാജ്യത്തിനകത്തും വിദേശത്തുമുള്ള പ്രമുഖ നിക്ഷേപകരുമായുള്ള ചർച്ചകൾ പുരോഗമിക്കുകയാണ്. ഈ ചർച്ചകളിലൂടെ മികച്ച നിക്ഷേപം സമീപഭാവിയിൽ സംസ്ഥാനത്തേക്ക് എത്തുമെന്ന ആത്മവിശ്വാസം സർക്കാരിനുണ്ട്. ഓരോ നിക്ഷേപ പദ്ധതിയും അന്തിമഘട്ടത്തിലാകുന്ന മുറയ്ക്ക് അത് സംബന്ധിച്ച പ്രഖ്യാപനങ്ങൾ ഔദ്യോഗികമായി നടത്തും.

കേരളത്തെ രാജ്യത്തെ പ്രമുഖ സമുദ്രാധിഷ്ഠിത സമ്പദ്വ്യവസ്ഥകളിലൊന്നായി ഉയർത്തുകയും അതിലൂടെ തൊഴിലവസരങ്ങളും വ്യവസായ വളർച്ചയും സൃഷ്ടിക്കുകയും ചെയ്യുകയെന്ന ലക്ഷ്യത്തോടെ നടപ്പിലാക്കുന്ന മിഷൻ സമുദ്ര യാഥാർത്ഥ്യത്തിലേക്ക് അടുക്കുന്നതിന്റെ പശ്ചാത്തലത്തിലാണ് മുഖ്യമന്ത്രിയുടെ പരാമർശം.

നിക്ഷേപ സൗഹൃദ അന്തരീക്ഷം സൃഷ്ടിക്കുന്നതിനും ആഗോള നിലവാരത്തിലുള്ള മത്സരക്ഷമമായ മാരിടൈം മാനുഫാക്ചറിംഗ് ഇക്കോസിസ്റ്റം കേരളത്തിൽ വികസിപ്പിക്കുന്നതിനും അതുവഴി സംസ്ഥാനത്തിന്റെ ദീർഘകാല സാമ്പത്തിക വളർച്ചയ്ക്ക് ശക്തമായ അടിത്തറ ഒരുക്കുന്നതിനും സംസ്ഥാന സർക്കാർ പ്രതിജ്ഞാബദ്ധമാണ്.

Mission Samudra: Kerala Building a Comprehensive Shipbuilding Ecosystem

The Government of Kerala has taken note of certain media reports regarding the proposed investment in the shipbuilding sector following the Hon'ble Chief Minister's recent interview to a tv channel.

The Government wishes to clarify that the Hon'ble Chief Minister's remarks reflected Kerala's strategic vision and investment roadmap for developing the State into a major shipbuilding and maritime manufacturing hub under Mission Samudra. The reference to an investment potential of around ₹10,000 crore pertains to the scale of investments that the Government is working to attract into the sector over the coming years through multiple projects and investors. It was not intended to indicate that a single investment proposal of that value had already been concluded with any one company.

As part of this strategy, the Government has already facilitated the establishment of a Joint Venture between Malabar Cements Limited and Artson Engineering Limited, a company in the Tata Projects ecosystem, for developing a shipbuilding facility at Cochin Port. All major institutional approvals have been completed, the required waterfront land has been made available through the Cochin Port Authority, and preliminary development activities have commenced. This project is envisaged as an important beginning in the creation of a modern shipbuilding ecosystem in Kerala.

Mission Samudra envisages far more than a single shipbuilding unit. The Government is pursuing an integrated maritime development strategy encompassing shipbuilding, ship repair, offshore fabrication, marine engineering, coastal manufacturing, logistics, maritime services and ancillary industries by leveraging the strengths of Vizhinjam International Seaport, Kochi Port, Cochin Shipyard and other maritime assets of the State.

Several discussions are presently underway with leading national and international investors for establishing projects across these sectors. The Government is confident that these engagements will translate into significant investments in the near future, and announcements will be made as and when individual proposals reach the appropriate stage of finalisation.

The Hon'ble Chief Minister's observations should therefore be viewed in the context of Kerala's larger maritime transformation programme under Mission Samudra, which aims to position the State as one of India's leading maritime economies and create substantial employment and industrial growth.

The Government remains committed to providing an enabling policy environment for investors and to developing a globally competitive maritime manufacturing ecosystem that will contribute significantly to Kerala's long-term economic development.
